The Latest Scoop: Beams, Brews, and Building Noblesville's Infrastructure
It’s been a busy summer in Indiana’s 9th1 largest city:
and the State approved Noblesville’s DORA district — the first in Hamilton County.
Also important to know — we’re in the midst of budget season at city hall. Council's main statutory responsibility is to oversee the pursestrings for the City. Over the next few weeks we'll be diving into the proposed budget for next year. In September, I'll share an overview of that process and what that means for you as a taxpayer.
We topped out the Noblesville Events Center alongside the Pacers.
The City of Noblesville and the Pacers recently hosted a topping out ceremony for the Noblesville Events Center, marking the placement of the final beam at the highest point of the structure. If you’re out on the east side or driving by I-69, take a look!
Bastian Solutions broke ground, paving the way for more high-income jobs in Noblesville.
Last year, the City announced a partnership with Bastian Solutions to bring their headquarters to Noblesville. In that process, we’ll see:
400 retained and relocated jobs
250 new jobs over the next 5 years
562,500 square feet of new property improvements
This past month, the city joined Bastian Solutions, IEDC Sec. of Commerce David Rosenberg, and guests from Toyota to celebrate the groundbreaking of their state-of-the-art manufacturing and corporate headquarters campus in Noblesville. The 164-acre Bastian campus will feature cutting-edge facilities designed to foster collaboration, enhance operational efficiency, and accommodate future expansion.
Road & infrastructure projects are making progress.
As all residents know, there’s a lot of infrastructure upgrades taking place in many corners of Noblesville. Here’s a highlight of the larger projects in the queue:
⏩ Allisonville & 146th || Project Lead: Hamilton County
Hamilton County is reconstructing the Allisonville/146th Street intersection.
While 146th Street will never close during this construction, Allisonville experienced a 90-day closure that has now been lifted.
The temporary stoplight that is in place will continue to guide traffic north and south.
⏩ SR-32/Conner Street || Project Lead: INDOT
The project began in April and recently completed phase three, which spanned from 9th Street through 6th Street.
Phase Four is currently underway and will include repaving SR-32 from Lakeview to 6th Street and also from 16th Street to 19th Street.
There will be no full closures of SR-32 during Phase Four.
✅ SR-38 at Oakmont/Whitcomb Ridge || Project Lead: INDOT
This intersection update to a roundabout opened to the public last week and is substantially complete.
⏩ Pleasant Street Extension || Project Lead: City of Noblesville
In coordination with INDOT’s SR 32 project in downtown Noblesville, we have updated the timing of road closures related to the Reimagine Pleasant Street project.
River Road: The roundabout construction on River Road will never close the street to north-south access. Currently, one side of the roundabout is constructed and they are working on the other.
8th Street Roundabouts: These roundabouts are substantially complete.
Pleasant Street between 8th and 12th:
As of August 3, Pleasant Street is closed between 8th Street and 12th Street.
The intersections at 8th and 12th Street with Pleasant Street will remain open during this construction.
Tenth Street is also closed from south of Pleasant Street to north of Walnut Street.
To promote better safety and traffic flow during the detour, left turns from Greenfield Avenue to 16th Street are restricted.
For eastbound travel on Pleasant Street, drivers need to use SR 37 instead of 16th Street.
The westbound detour route remains unchanged.

A pop of color has been added to the future intersection of the Riverwalk, Nickel Plate, and Midland Trace Trails.
A few weeks ago, I went on a pre-dinner run with the kids and bumped into the Wilkinson Bros. who are painting a mural along Pleasant Street.
It’s a great addition to a new entrance into Noblesville illustrating so many aspects that make us unique — the skyline of downtown Noblesville, tubing on the White River, an interurban trolley, and much more. They were nice enough to even let Declan and Parker help paint one of the trees.
This one is a “must add” to your list to see!
Don’t miss Grand Haven, Michigan.
I spent a few days in July on the western edge of Michigan with the family, beginning and ending in Grand Haven. Even though it’s much smaller than Noblesville, there are many aspects that they’ve adopted that I think would benefit Noblesville too.
Widened Sidewalks: Great added capacity for pedestrian foot traffic.
Landscaped Planters: Strategically integrating these areas created shade and traffic calming measures to ensure vehicles remained slow.
Pedestrian Takeout Windows: This was so cool. The Toasted Pickle had spots to eat inside, but most seemed to opt for the carryout option to eat in an area closed to traffic.
Street Blocks Closed for the Summer: The city closed one block near the water and people flocked to the area. We took our lunch and found a shady spot with picnic tables, games, and pop up outdoor spaces from area restaurants. Such a great add for the summer that reverts back to parking in the cooler months.
BONUS: They’ve adopted a “DORA” district too. Like Noblesville, patrons to businesses are able to grab a drink and walk around to shop within their downtown area. It’s exciting to see Indiana adopting innovative ideas like this that other states already have on the books.

Noblesville is growing — and quickly. In 2021, the IndyStar shared an article that listed Noblesville as the 10th largest city in Indiana. Since then, we’ve eclipsed Lafayette as the 9th largest. We have a bit to go until we get close to Hammond at 77k.
