A few items off the top before we jump in:
Earlier this month we approved the budget. In last month's update, I detailed the budget process, the wins we were able to notch for Old Town, and what residents can expect with the approved budget going forward. If you'd like to revisit that message, .
Over the past month, we've also seen a lot of action downtown. The Bridge of Flowers opened, the crosswalks designed by a local artist were installed at 9th and Maple, and Nexus (the development in place of the Old Marsh) is nearly complete. Look for more projects to wrap up in the coming weeks before winter sets in.
What You Need to Know: Leaf Collection
Leaf collection is arguably one of the most popular services that the City of Noblesville performs each year. The Street Department is already moving around the City to collect leaves, so I wanted to share how you can ensure your leaves get picked up too.
The city is divided into 4 sections. All vacuum trucks work the same area before moving. It takes approximately 4 weeks to complete a circuit of the city. Currently, the city is in Section 1 hitting everything south of Conner Street – as everything north of Conner has been completed. Once done, they will be moving into Section 2 next and so on. The circuit moves numerically before starting over.


Neighborhood Proposal: Retreat at Morse
At our latest meeting, the Gordon Family and Apollo introduced a development for consideration which would rezone and create a residential subdivision near Hague Road and 196th Street. As proposed, it consists of paired villa homes on 47 lots (94 total homes).
They have selected Beazer Homes as their builder which constructed a similar product at Miller's Walk on the east side of Noblesville. If approved, homes in this proposed development would be expected to exceed the price point of Miller's Walk which currently starts at $330,000 and averages more than $400,000 per home.
It now goes to Plan Commission for consideration before returning to Council for a vote.

FAQ: Infrastructure Updates
There are a few infrastructure projects I'm frequently asked about. Here are a few of those and updates for each. For a full list of projects, go to cityofnoblesville.org/projects.
146th Street over Allisonville Road Interchange
Owner: Hamilton County
Bidding process is expected in early 2023.
The County expects that Allisonville Road will have to be closed for 90 days during construction. Spring of 2024 is the current target date range.
County staff is evaluating placing temporary speed cushions in neighborhoods affected by the closure to deter cut through traffic.
A temporary signal at Herriman Boulevard and Greenfield Avenue will be installed to ensure control of traffic will be maintained.
Roundabouts at SR32/River Road and SR 32/38 split
Owners: City of Noblesville/INDOT
The north leg of the roundabout outside of the hospital closed on September 6th and is expected to be completed early next week.
Construction of the SR32/River Road roundabout is expected to be complete in July 2023.
SR32 Signal Project and Road Reconstruction
Owner: INDOT
This project is an INDOT project to rehabilitate SR-32 in between SR-19 and SR-37.
During the project, traffic signals will be replaced at SR-19 and 8th, 9th and 10th streets.
Important notes:
Construction is scheduled for 2023.
Intersection closures and Downtown area closures are being coordinated to minimize impact.
Pedestrian access is a high priority during this project, especially downtown.
The closures between 6th and 9th Streets (downtown Noblesville) will occur after Labor Day for 25 days.
Work will be phased for local traffic to allow for north south access.
South Allisonville Road Trail
Owner: City of Noblesville
This project is constructing an 8-foot wide asphalt trail heading north from Wellington Parkway of the Wellington Northeast subdivision to the 5-point roundabout at Greenfield Ave.
The project also extends a new storm sewer and storm inlets to improve drainage in the area on the east side of the roadway only. The city and Indiana American Water Company have partnered together on this project. As part of the project, while the roadway reconstructed for the storm sewer, the water company is replacing a very old water main, extending the water main where it didn’t exist, and additionally improving fire protection ability as part of the project. The water company is paying for all the water line improvements.
After construction is complete, the speed limit on Allisonville will be lowered to 30 mph, within the project limits.
The project is scheduled to be substantially complete October 29th.
Stony Creek Trail under SR37
Owner: City of Noblesville
This project adds a 10-foot wide trail under State Road 37 connecting existing trails.
The final design phase and Right-of-Way acquisition is complete.
The bidding process was held in September and they came in under the engineer's estimate.
Construction is expected in 2023.
Nickel Plate Trail
Owner: City of Noblesville
The city will construct its portion of the Nickel Plate Trail from 146th Street to Pleasant Street in 2023.
91% of the trail will be funded from the Indiana Department of Natural Resources' Next Level Trails grant of $3,130,000.00.
River West & Bier Brewery Economic Development Agreements
The Council has recently considered two economic development agreements — one for River West (146th & River Road) and the other for Bier Brewery.
River West
Description: This project redevelops the real estate located in the city at the northwest corner of River Road and 146th Street into a master-planned, mixed-use development.
Vote: While I voted against this economic development agreement, it passed the Council 5-3.

Bier Brewery
Description: Bier Brewery and Taproom has been family-owned and operated since 2010. Since then, they have expanded their taprooms to Broad Ripple and Carmel. The Connor family plans to open its newest taproom on four acres of property at 1618 S. 10th Street.
Improvements: The project (the “Project”) is the construction of a new taproom and restaurant totaling a minimum of 6,000 square feet to include additional improved outdoor seating and recreational areas.
Vote: I voted in favor of this agreement which passed unanimously.
